Sounds to me like the Boys and Girls Club of America....You mean the drug criminality or the car conversion/stripping? ;-)
Seriously, the Boys and Girls Club of America sounds like a good idea that seems to have survived the transition to real life. "Lets help low-income people into their own homes" sounds like a great idea too, but seems to have turned into "lets encourage people to assume impossible debt and then take everything they have" which wasn't the deal, even if it did push up the price of real estate to make lots of other people feel richer too.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us."
-- Shakespeare: Coriolanus, Act 1, scene 1
