You're right that anybody who wants to wear a helmet can do it now. But I disagree about your statement that requiring it is silly. Many teenagers (and some adults) don't really take the risks of injuries or death seriously. They think that they are immune to that.
If we take it only in sense of money, in case you don't know, health care is public (free) here. So if I follow the argument of some right-sided members here, why should I pay with my taxes for the health care of a skier who injured himself because he didn't want to wear a helmet?
