Hispanics are not 'non-white' but rather caucasian with a different 'ethnicity.' I don't think he was referring to them as 'non-white' but rather the ethnic group that does not fall into the 'white caucasian majority' group. They have their own minority status here and have benefits afforded to them due to that classification.
