It's one of many small failures of Windows OSs.
Technically the tips should appear in top of anything.
As the taskbar has, usually, the property AlwaysOnTop set,
sometimes Windows "forgets" to bring the tips into front of
anything and that causes de AlwaysOnTop window(taskbar)
to stay on top of the tips.
>On some workstations, the tooltip for icons in the system tray are paritally hidden behind that task bar while on other workstations they are on top and fully visible.
