Foxuser.dbf on the desktop

There must be more to the Foxuser.dbf issue than simply setting Resource = off. The client reports that they end up with foxuser.dbf and foxuser.fpt icons on their desktop every time they run a VFP9 application. It has a config file with Resource=off and a settings.prg file that contains Set Resource Off. What else can be done to prevent these icons from appearing? FWIW, I run their app remotely every day and I have never observed this.
