I figured it shouldn't be created at all. I've seen many a foxuser.dbf on desktops over the years, but usually as the result of a crash of some sort--and in applications that use the resource file. I don't have any idea what the shortcut actually looks like, only how I told them to configure it. IT has total control of the desktop for most users. Maybe that's why mine works--I created it myself :-) Thanks for the tip. I'll check into that.
