I'm not sure it's just a one signature per person. From what I got, it's a signature captured from a device - which can mean dozens of signatures every day. On a signature, every pixel but the ink should be white... the sheer amount of 0x00ffffff byte pairs that need to stored for each white pixel is just a waste of space.

For this case, I'd rather go with gif - no loss, no need for a rich color palette, and small files which won't ask too much from the system (even at display time).
