I have to disagree with a part of your statement. When dealers prey on kids there is indeed a 'victim.' Those fellas deserve to be locked up. Even if legalized, nothing should be legal for those under 18 or 21. Treat it like alcohol. The alcohol is legal to adults 21 and over, but driving under the influence or selling or providing to minors is not and should be treated as serious offenses.
