Yes, I think it is a bug also. I have tried a multitude of things like setting focus to the control more than once in a variety of startup events, programmatically toggling the checked state, initially setting focus to a different control, then using SendKeys.Send() to "tab" to the control. Nothing woirks. On initial startup the user has no visual cue that the CheckBox has focus. Stinks. :-)
