I'm really unsure about this, because setting is too unique. Theoretically, always_on_top window will be just visible but not active, and if you make precaution not to cover modal form completely (e.g. by some code in Form.Resize event), it can still work, though ugly enough.
>Just for the record, you can get into trouble activating an always on top window over a modal window. If you can't "get to" the modal window, you'll have no way of continuing the app.
