To me, "communal housing" usually resembles "one kitchen for each four apartments, and one bathroom and toilet down the hall (for UK: not music hall, but rather a corridor)".

The expression for what you meant would probably be "commune housing"...

If this area of blurred distinctions expands, next I'll accuse myself of being a telecommunist.
