Tools/Import and Export Settings WIzard.....
Reset All Settings...
Yes, save my current settings....
Then select the environment you want....

But you can also select a different language / Project type when starting a new project anyway.

If,OTOH, you were, as John thought, referring to the 'Start Page' you can set that in Tools/Options - Environment/Startup
