The banks that were "forced" were forced in October during the paulson+bernanke+bush halcyon days, before manchu guy took over. I have a tough time believing that the banks were forced into a bad deal... for the banks. Too bad they didnt hold their ground and do the taxpayers a favor. Details of that october meeting:

As they heard more of the details, some of the bankers began to realize how attractive the program was for them.
