I haven't checked if in fact the SP7 is a full version or only updates the basic MSXML3 package. But one thing is for sure: At least VFP8 came with a version of MSXML3 that didn't install on all OSes and the solution was to download and install MSXML from MS Downloads.

You should finally have a working msm merge module ISE is able to use for creating setups.
