I can only tell you what happens with hebrew (which is very similar in many aspects) you can use the API - u should be able to find some info on the arabic API in MS site

yes with win32s but IMHO don't move to VFP unless you are going to move to 32bit OS (win95 or winNT)

btw VFP 5.0 (which does not work on win3.x) will have a hebrew version
(full support for RTL etc.) this version should be out real soon now
probably a similar product in arabic will be available (the early betas were named BIDI vesion that is BI-DIrectional)
