>I'd probably just do this as a Compact Framework app. Download the Windows Mobile SDK (assuming you have Visual Studio). It will install a new set of templates. Create a new project from it (it has a little wizard which customizes it to diff versions as part of the template). It's very similar to just writing a normal .NET WinForm app, except the screen is a lot smaller. You can decide how you want to store your data - their is a compact version of SQL Server, "SQL Server Compact" that you can use if you need it. The SDK includes an emulator so it's easy to just run/test your app.

Right now I'm installing VS 2008 on this computer. Once I get the CSV file should I try to load it into SQL Server database?
