You might start by reviewing his history in these matters. Apparently his general creed is "the government is not your friend" and he's written at least two books on that theme. One of them is called "Constitutional Chaos: What Happens when the Government Breaks Its Own Laws" about the pernicious growth of government power and the other is called "The Constitution in Exile" about corrupt practice by Congress and the Supreme Court. Now he's commenting on the banking crisis with hearsay about an unnamed banker whose bank apparently was immune to any of the consequences of the crisis but was victimized/extorted by unnamed FDIC and Treasury officials.

Obviously I don't approve of ad hominem arguments but having cast himself as the only witness to these claims and even then based purely on hearsay, his own "general creed" does become a relevant credibility issue. He must know this, meaning he may be planning to name a banker who will verify this presentation of events and who can survive examination of the liquidity of his bank at the height of the crisis.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us.
"
-- Shakespeare: Coriolanus, Act 1, scene 1
