CO2 powered air rifles are pretty accurate and can generally be dialed back to cut down on range. When I was a kid we had a pistol range in the basement. .22 is a good target rifle and generally shoots on a 50 ft range ( 10 ring on bullseye about .25 inches ) but you still need serious backstopping, even with target loads.
You might want to check with the local Boy Scout council. They would probably know as well as anyone what is available locally.
