When i start up fox pro with command window showing BEFORE i start the initial program - scrolling works in browse mode

When i start up foxpro bypasssing the command window - moving directly into the initial program:
the mouse scroll does NOT function in the browse mode. Note i am trying to use browse in window not in open screen.

Any suggestions for a line of code that would correct this?
