Something like Foxfire? There's always Foxfire, although it's not free. (Stonefield has a similar product). Ad hoc queries are exactly what it was designed to do, along with ad hoc reports. You sure aren't going to be able to develop similar capability for $295 worth of labor.
UPDATE: I'm not sure it allows users to change data. Not sure that's a good idea, either....
