People used to live together but it does not equate them to ants. It seems that you consider human ability to behave as they please as something detrimental. Start with yourself. If you behave as you please would you necessarily do something bad to other people? The only required deterrent is police and criminal code (to clear up bad apples that happen in all times and nations), anything else is done with the best intentions to pave another road to hell, i.e. it may provide some improvement for passengers going to that destination and many troubles for those who do not deserve it.
