Sounds like refactoring time... see which features aren't used at all, which only two people use, and which things were done to circumvent a bug which is forgotten now. I've rarely met code which didn't look like it could be done simpler, if there was only time to do so. I do feel your pain - I also live in an app which is too flexible, has too many features and is generally a pain in the netherworld to maintain.

Ceterum censeo, having UTF-8 is not a coding thing, it's just a line in the template header... ;).
