In addition to Craig and Paul's comments, I'll add:

1) Using Send/Bring to Front/Back doesn't immediately show results in the property sheet, but you can refresh that by opening and closing it. Then you'll see the controls in their new order.

2) I'd advise against relying on instantiation order, if possible. You're setting up dependencies between controls that can make your code harder to debug and harder to reuse.
