Hi Agnes,

any chance this is a Terminal Server/Citrix? If so, installation must be done using Add Programs (or from the DOS CMD, change user /install and afterwards, change user /execute). The CLS registrations in TS/Citrix get copied to a pseudo-leaf, and get moved to the user's registry copy only when called. Under this scenario, Admin will work, but not user. I haven't tested this with Powerusers (who have many administrative rights, and can easily promote themselves to administrators, it turns out).
