Perhaps you might want to try a command prompt emulator like DosBox. I know firsthand that it works on Vista because of an old program my father still likes to use on his machine. I think it just involved setting up a shortcut that launches Dosbox with the right command line parameters, and he was able to run it full screen on his Vista box without any issues at all.
