I guess your customer is using a terminal server or Citrix. The ruls to install software are different for those. You may want to create a separate thread for that.
Anyway, neither mscomctl.ocx nor mscomct2.ocx have anything to do with Word automation. Most likely you application (user running it) is not authorized to use Word or Word automation. Again I would recomend to create new separate thread about that and provide more details.
