These things come from Fox and, short of hacking the Vfp6enu.dll file (enu=US English), it's not open.

Is the help itself localized? If so, I'd recommend generating HTML help with Word Automation code directly from the DBF. A number of tools (actually all the tools) can take a Word doc and make HTML help from it.
