They in NJ should learn how Russians perform the test.
On the road there are two traffic control officers working together, and having alcohol testing device. Both officers are prepared for special mission: be able to test the device each and any time before they need to use it to get drivers alcohol level.
One of the officers is drunk, other is not: so they can demonstarte how device is working, and conduct the test any time.
