Well - interesting idea....and I guess in the long run it makes sense. But doesn't that place hold a zillion inmates? So basicly, first they have to blow a bunch of money to build new facilities to hold these guys - THEN they can sell this one and recoup the money? Like I said - in the long run it sounds good - but what about the meantime?

It's a rather obvious solution as that is indeed a waste of good property.
