There are two things I've noticed to cause this:

* Trying to run a Post-Setup executable

* ActiveX control installation using the checkbox dialog.

For the former, I had to abandon the Post Exec for the latter
don't use the checkboxes but add your ActiveX controls manually
to your installation and mark them to be copied to your
Win/SYSTEM path.

I gave up on the Wizard. Too many problems. Switched to InstallShield
and never looked back.
