Rubin's a peak oil guy. If the theory is correct then he's probably conservative regarding the constraints and effects on the world economy. I don't subscribe to the theory of peak oil. Known, off-limit supplies alone can get the world through the next 100+ years, however, there are technological, political and economical barriers which must be overcome.
