Thanks. The FOPEN() is probably the best in this case because the client app could be running on a terminal server. I've done some initial testing and it looks to be working well.

On a related note, I remember using your IsExeRunning() example on a project in a Terminal Services environment. I had an issue where that method checked globally for the entire machine (across all T/S sessions), but I needed it to respect the individual session ID. I wrote a function to check if an exe is running on a given term serv session ID. I'd be more than happy to send you the code if it'd be useful to you.
