No, you'd have to build your own, fire it in Mousemove. We actually did that, and, in fact, used it on the columns as well. But some headers didn't need any tip, so then you had some with and some without, user couldn't tell. So we tried putting them on all, but then some were redundant and looked stupid :)
Finally, we decided against it on a consensus decision that tooltips should only be used on toolbars, anyway, the only place they're really standard...
