My personal experience is that most drivers are polite/sensible enough to comply with the rule but even full compliance does not prevent from getting into this situation sometimes, i.e. automatic fine is not a good thing, imho.
There is an intersection here in Toronto (Lakeshore and Bay) where this happens consistently - day after day - red light after red light. Pedestrians are constantly forced to walk out in traffic to cross the road. Here an automatic fine would be a wonderful thing.
