My personal experience is that most drivers are polite/sensible enough to comply with the rule but even full compliance does not prevent from getting into this situation sometimes, i.e. automatic fine is not a good thing, imho.

You shouldn't follow a car into the box until its cleared the other side. You can't make a law based on "unforseen circumstances" or everybody would use it as an excuse.
