You might want to have look at www.report-sculptor.com

It supports free report creation using form containers as report bands. There is property called .pgReminder and there is method
called .Eject() which you can use at your own discretion to explicitely solve this kind of situation. In this case you would have to organise report grouping yourself which is I wld say not that much of a problem. More then few of the form samples provided
there demonstrate how you can easily organise grouping.
