>final consumer, so in this respect yes, it would affect mostly people (final consumers), but in Europe at least, VAT implementation prooved to be quiet sucessfull in maintaining government budgets/debts at mangeable levels. Naturally, nobody likes paying for it, but it is hard to contemplate that whole Europe is just plain stupid for having it this way, or that it wld destroy US if implemented.
