Just a SWAG: I ran into a problem with CDO once before and reinstalling it helped.

http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=e17e7f31-079a-43a9-bff2-0a110307611eIt may or may not help, but it fixed whatever was causing the problem for me. At the time, I didn't get valid objects after createobject.
Also, are you using a local smtp server? If so, is IIS running your test machine? You could test running the smtp service on your machine:
Add/Remove Programs, Add/Remove Windows Components, IIS, check SMTP
