I think that was the case with Vista, but Win7 is very different. Jim Allchin ran Windows development in the past. Now it's Steve Sinofsky, and he's changed the way Windows is developed and put in place much better checks and balances. There will be fewer bugs in RTM compared to previous versions. And as I said, with automatic updates, there really isn't a reason to wait for SP anymore.
