Not really intuitive, but it is not all that illogical. FRX execution is not as if you are calling another procedure or function;
where local var should loose it's visibility. With report form command, it is just that underlying reporting engine got into it's own spin.
From procedure execution standpoint you are still sitting in the same room.
This is my perception at least.
