Chaim,
No need to reorder and you should not as this is default behaviour: the tabs row cycle.

When you click on the utmost left tap on the top row, you will notice this (active tab) goes down to the down row. Now click on the tab Page1 and this one goes down.

This behaviour is Windows ® like. Experiment the Options page in Fox (Tools- Options..) you will see View is 2ndrow left and active.
Regional is toprow left. Now click on Regional tab and you will see what happens.
The logic is explainable.
