Actually history shows this not to be the case. During the great depression times were much worse than now. The typical rural crime was stealing of food from farmer's fields, illegal fishing, and believe it or not - overturning outhouses (I don't get that one). Most folks who were out of work packed up and left to wherever they could get a job and many lived out of their cars or trucks. At the time, much of the law enforcement focused more on the real crime of organized gangs in the cities and looked the other way on those who stole for survival whenever possible and neighbors did the same quite often. In the cities a lot of the crime was stealing food from vendors but not that much real violent crime like we see today. Roosevelt claimed the low crime was due to his massive relief efforts that it stopped property crime.
