All countries want what they think is best for themselves. But, as I wrote to Tracy, few would claim that what is best for them is neccessarily, or even likely to be, best for the world.

I did not interpret Tracy's message like that. I thought that she meant that we want what is best for the world as a whole, not that what is best for us is best for the world as a whole <s>.
