Actually, that might be true. I read a couple of times where some organization in California (not sure what it was named but it has to do with the Miss California whole thing) controls what appearances she makes and she has to abide by it. She is not supposed to do anything out of spirit with the role she is holding. I'm pretty sure she violated that agreement with her personal appearances. They complained that she missed some of her required appearances due to personal commitments (appearances) she had made.
