The french computer is XP SP3 and knowing them just a little I am relatively sure they do not have the Visual Studio Team System Web Access Power Tool installed.

It is a mystery to me. If I wasn't so busy I would request to take a trip to France to help them.

Hopefully someone else has encountered this.
