Agreed for those, yes. My point is that due to 9-11, and the changes put into place afterwards (and yes, those are mainly a result of Pres Bush's policies and homeland security and interagency communication), many of those were prevented. In the previous 'world,' we would not have gotten them prevented just as 9-11 was not prevented and those attackes that came before. The oversight, communication, and interagency actions (they actually work together on some stuff now) did not exist and was even 'unthinkable' back then.
