Enlist help of countries around Afghanistan in finding and detaining those involved in 9/11 (with appropriate arm twisting).

Its worth remembering that Iran had aleady offered the US help in dealing with the Taliban, an opportunity that was missed thanks to right wingers embedded in your security services..
