If the target platform is Windows-based, Adobe Acrobat is the hands-down winner IMO, easy tio implement on both the report generation end (install Acrobat and point the output to the Acrobat print driver) and the receiving end (Acrobat reader is freely available, and integrates well into most mail packages.

If portability outside of WIndows is an issue, I'd look into PostScript, using the freely distributed GhostScript viewer for viewing or printing the at the receiving end (it's available for Windows, DOS, Mac and most Unix implementations through the Free Software Foundation); figuring out what has to be done to integrate it with mail systems can be a bit of a challenge the first few times.
