PHP: I don't know. My last contact was in 2001 (if I remember correctly).
C# and Java both imply a long learning curve of several months (if not years).
AFAIK for a VFP programmer Ruby on Rails should be the easiest tool to learn.
You should not ask for popularity or marketability, as most of all answers are religious oriented decisions. Most Java-Coders use Linux. C#-Coders have to use Windows. So just ask the evangelists of each language and they will tell you, that their's is #1.
So, no matter which language you will use, there is always the strong possibility, that in the long run, the decision was wrong. Just visit some user groups and listen to the pros and cons that are discussed during their meetings, load demo-versions and try out the different interfaces and perhaps you will even stay with the fox and use VFP-Compiler or .net-extender. :-)))
