Could someone explain how to make a form 'top level' and confine other forms to stay within it?

I need to have more control over the status bar, so I created a status bar class. I'll attach the status bar to either a form (top level) or the _screen object. I figured a 'top level' form would be simpler...

Please correct me if I'm wrong here...
